Letter to Shri Jairam Ramesh on - Prior Environmental Clearance (EC) under the notification No.S.O. 1533 (E) of 14-09-2006 for construction project / Activity of Mumbai Metro II from Charkop to Mankhurd via Bandra.

Sub:   (i) Prior Environmental Clearance (EC) under the notification No.S.O. 1533 (E) of 14-09-2006 for construction project / Activity of Mumbai Metro II from Charkop to Mankhurd via Bandra.

We are concerned citizens.

Mumbai Metro – II contemplates to construct 32 km distance elevated Metro Rail from Charkop to Mankhurd having total 27 Metro Stations en route.  The scheme also proposes to construct 4000 m2 commercial / offices above every metro station and to construct Metro yards at Charkop and Mankhurd.  All the Metro Stations are connected by R.C.C. viaduct over which the Metro Tracks are to be laid for the Rail to ply.  A schematic plan showing Sections of a Metro Station, commercial floor over it, concourse level floor and the viaduct is annexed hereto.  The construction built-up area of the project is calculated to be as under:-

(a)   Metro Stations area              27 x 200  x 21.6 x 3     =   3,49,920 m2
(b)            Viaduct                                27000m   x 12 m         =   3,24,000 m2       
(c)             Metro yards                         *200000  x 2               =   4,00,000 m2   
                                                                                                10,73,920 m2

Reference is kindly requested to Sr.No.8 (a) of the schedule of activities that require prior environmental clearance under the Notification No. S.O. 1533E dated 14-09-2006 issued by Government of India in the Ministry of Environment & Forests.  It provides that construction projects involving built-up area of more than 1,50,000 m2 shall be undertaken only after obtaining the prior environmental clearance (EC) from the Central Government in the Ministry of Environment & Forest.
   
Considering the provisions of the aforestated Notification of 14-09-2006 Mumbai Metrol Rail II project which involves huge construction activity built-up area of about 10,73,920 m2 cannot be undertaken without obtaining prior environmental clearance (EC) from the Central Government in the Ministry of Environment  & Forests.  The same involves studying Environmental Impact Assessment and also public consultation. 

As per the information obtained from the Ministry of  Environment & Forests, Government of India under RTI Act, 2005, no prior environment clearance (EC) is obtained by the State Government / project executing agency appointed by the Government i.e. MMRDA to undertake construction of Mumbai Metro II.

In the above premises, your intervention is requested to this very important aspect of the entire Mumbai Metro II Scheme i.e. obtaining prior environmental clearance prior to starting any work.
